Much of California faces the same growth / water / infrastructure problem. During all 5 years living in the state, in various parts, every summer there was a watering ban. Every year, the ban was more severe. To top that off, Atlanta was at the time of my departure, suffering from a highly outdated and malfunctioning infrastructure (more so on water and sewer systems than roads). I was trying to find an article for reference, but I know the city was given a deadline by the federal government to get it fixed.
